32.  SHALLOW WATER HABITAT CONSTRUCTION – MISSOURI RIVER, PONCA TO THE MOUTH.

In November 2000, the U.S. Fish and Wildlife Service issued a Biological Opinion on the Operation of the Missouri River Main Stem Reservoir System, the Operation and Maintenance of the Missouri River Streambank Stabilization and Navigation Project (BSNP), and the Operations of the Kansas River Reservoir System.  An element of the Reasonable and Prudent Alternative (RPA) was the establishment of 20-30 acres of shallow water habitat (SWH) along the Missouri River from Sioux City, Iowa to the mouth, a distance of 734 miles.  The RPA also set intermediate milestones for accomplishment of these habitat goals.  This habitat could be made available through modification of the system releases and/or structural modifications to the existing BSNP.  Estimates of existing SWH ranged from approximately 1 acre/mile in the reach between Sioux City and the Platte River to nearly 20 acres/mile near the mouth.  The SWH deficit is estimated to be between 14,000 and 21,000 acres.  It is estimated that the system release elements of the RPA could produce, at most, 1,200 additional acres of SWH.   The remaining acres would have to be created through structural modification of the BSNP.  This paper will outline the construction schedule, discuss the various types of modifications and their expected changes in channel morphology, and provide a summary of the monitoring results to date.
